Whistleblowing evidence comes from several distinct sources: tribunal complaint categories, reports received by regulators and people seeking advice from charities. This page presents the latest published MoJ and FCA figures alongside Protect’s 2025 casework. None is a census of everyone who raises a workplace concern.
Key facts and figures
- 2,202 Public Interest Disclosure jurisdictional complaints were received on the employment tribunal Reform single-case system in April–June 2026 (provisional).

- 333 new whistleblowing reports reached the FCA in April–June 2026, compared with 315 a year earlier.
- 1,375 new whistleblowing reports were received and assessed by the FCA in 2025/26.

Checked on 15 October 2026. MoJ and FCA quarterly figures cover April–June 2026; FCA annual figures cover 2025/26 and Protect’s casework covers 2025. The different populations and definitions are stated below.
How many whistleblowing tribunal claims are there in the UK?
MoJ TableET_1_R records 2,202 Public Interest Disclosure jurisdictional complaints received in April–June 2026 on the Reform single-case system. This is a provisional complaint-category count for employment tribunals in Great Britain, not a count of unique whistleblowers across the UK.
A tribunal claim can include several jurisdictional complaints. This table reports the Public Interest Disclosure category and excludes multiple cases from its jurisdictional breakdown. It therefore does not count every whistleblowing claim or every person who raises a workplace concern.
MoJ TableET_2_R records 733 Public Interest Disclosure complaints disposed of in April–June 2026. Disposals can relate to claims received earlier. Dividing an outcome count by new receipts does not calculate the proportion of whistleblowers who win or lose their cases.
Are whistleblowing claims increasing in the UK?
Recorded Public Interest Disclosure complaints on the Reform single-case system rose from 1,297 in April–June 2025 to 2,202 in April–June 2026. The latest figure is provisional. This is a comparison within the specified system, not evidence of a doubling in all UK whistleblowing claims.
The Reform system was introduced gradually from July 2022 to July 2024, so early-year totals reflect incomplete rollout. MoJ warns that these jurisdictional data are not comparable with older tables that included legacy single and multiple cases. The figures alone do not establish why complaints increased.
| Tribunal measure | Figure | Period and scope |
|---|---|---|
| Public Interest Disclosure receipts | 2,202 | April–June 2026; Reform single cases, provisional |
| Same-quarter receipts a year earlier | 1,297 | April–June 2025; same jurisdiction/system |
| Public Interest Disclosure disposals | 733 | April–June 2026; Reform single cases, provisional |
| Annual Public Interest Disclosure receipts | 6,830 | 2025/26; Reform single cases, revised |
MoJ TablesET_1_R andET_2_R, September 2026 release. Counts are jurisdictional complaints on the Reform single-case system. A disposal is not necessarily a hearing decision or an outcome for a claim received in the same period.
How many whistleblowing reports does the FCA receive?
The FCA received 333 new whistleblowing reports in April–June 2026, containing 886 allegations. It had received 315 reports in the same quarter of 2025 and 355 in January–March 2026. Reports and allegations are distinct because one report can contain several allegations.
Across 1 April 2025 to 31 March 2026, the FCA received and assessed 1,375 new whistleblowing reports. It also recorded 523 instances of direct action informed by whistleblower information during that year. These are different measures, not a success rate calculated from the year’s new reports.
The FCA regulates financial services, so these figures are not workplace-safety complaint totals. A disclosure to a prescribed person must meet the relevant legal conditions, including being made to a body responsible for the matter concerned; contacting any regulator does not automatically confer protection.
What percentage of whistleblowers have their concerns ignored?
Protect’s 2025 impact report says 38% of whistleblowers in its advice-line casework reported that their concerns had been ignored. This describes people seeking the charity’s help, not 38% of all whistleblowers in the UK.
Protect supported 3,589 new cases in 2025, up 8% on 2024. It reported that 71% of whistleblowers contacting it described victimisation, suspension, dismissal or being forced to resign after speaking up. These are reported experiences, not tribunal findings that every allegation was proven.
Advice-line users are a selected group, often seeking help because something has gone wrong. Their experiences are valuable evidence of problems but cannot establish the national prevalence of retaliation among all workers or all people who raise concerns.
What are the most common whistleblowing concerns at work?
In Protect’s 2025 casework, health and social care accounted for 27% and education 13%. Governance and staff conduct represented 17% of caller concerns, while bullying, harassment and discrimination represented 14%. Industry shares and concern categories are different breakdowns.
The FCA’s 886 allegations in April–June 2026 are a further example of why reports and concerns need separate counts. Neither FCA reports nor Protect’s advice-line cases measure the percentage of all workers who have witnessed a health and safety breach.
Employers should make reporting routes clear and consider concerns promptly. Whether a disclosure is legally protected depends on the statutory conditions, including reasonable belief and public interest; an ordinary personal grievance is not automatically whistleblowing.
| Protect advice-line measure | Figure | Period and population |
|---|---|---|
| New cases supported | 3,589 | Protect casework,2025 |
| Health and social care share | 27% | Protect casework,2025 |
| Concerns reported ignored | 38% | Whistleblowers seeking Protect advice,2025 |
| Reported negative treatment after speaking up | 71% | Protect casework,2025 |
| Governance and staff conduct concerns | 17% | Protect caller concerns,2025 |
| Bullying, harassment and discrimination concerns | 14% | Protect caller concerns,2025 |
Why do whistleblowing statistics matter for risk management?
Reports from workers can identify hazards that an assessment has missed or controls that no longer work. Investigate the substance, protect people from immediate risks and review relevant assessments. The Protect figures illustrate reported experiences within its casework, not a national measure of organisational performance.
A reporting process can help employers learn about risks, but it does not guarantee that an organisation avoids harm or litigation. Assess concerns fairly, keep appropriate records and review controls where necessary. See our risk assessment guide for the underlying duty.
Frequently asked questions
How many whistleblowing tribunal claims are there in the UK?
The latest MoJ jurisdictional table records 2,202 Public Interest Disclosure complaints received on the Reform single-case system in April–June 2026, provisional. It is a Great Britain tribunal measure, excludes multiple cases from that breakdown and does not count unique UK whistleblowers.
Are whistleblowing claims increasing in the UK?
On the specified Reform single-case measure, Public Interest Disclosure receipts rose from 1,297 in April–June 2025 to 2,202 in April–June 2026. Earlier comparisons are affected by system rollout. The FCA separately received 333 reports in April–June 2026 versus 315 a year earlier; the series should not be combined.
What percentage of whistleblowers have their concerns ignored?
Protect reported 38% in its 2025 advice-line casework said their concerns were ignored. It also reported 71% describing negative treatment after speaking up. Those selected advice-seekers are not a representative sample of every UK whistleblower.
What are the most common whistleblowing concerns at work?
Protect’s 2025 casework was led by health and social care(27%) and education(13%) by industry. Governance and staff conduct accounted for 17% of caller concerns, and bullying, harassment and discrimination 14%. These are charity casework findings, not workforce-wide prevalence rates.
How often are these statistics updated?
Checked on 15 October 2026. The latest MoJ and FCA quarters used here cover April–June 2026, FCA annual reporting covers 2025/26 and Protect’s impact report covers 2025. Data revisions and changes in collection must be considered before comparing periods.
